Usually people will use the TorBrowser which allows them to access the part of the internet that is almost universally hidden. That's the most basic method of many to access the "Deep Web".

See this is just me speaking but I believe the TorBrowser is run by the government, and everytime someone uses it, the Browser keeps the ip and they track what you do and how you use it. To hopefully stop terrorists. So they would say!
