I don't think you read it right. I've seen it too, but it says in the NEXT 5 years. At least according to Geek.com

i dont think it will be in 5 years because after the new console, microsoft is wanting to focus more on pc gaming

it already is happening Microsoft sent out emails gamertags expires after 5 years
 
@cove was right about this, its not going to be too detrimental to the market, and i doubt in 5 years xbl will still be relevant
 
I really hope you guys realize that this means

Starting on September 15th, 2016, any account that is inactive for 5 years after this date will be reset. Not accounts that have been inactive for 5 years until now.
