Help me build a gaming computer?

Well... time for a new build. My $3,000 AlienWare from 2009 isn't doing what it used to. I don't know much about parts to be honest, so I am asking for a bit of help. I would like to play games at their max settings, specifically Elder Scrolls Online, Battlefield, and other heavy games.
Can someone help me find ALL the parts I need? I don't have a budget but I don't want to spend thousands of dollars.
Thank you.

What currency?
What's maximum spend?
What resolution are you playing the games at (and/or how many monitors are you running)
Preference of colour scheme?
air or water cooling (closed loop, easy to set up)?
size of the PC? (mini itx, micro atx or atx?

@astro @eevee
Realistically I'll spend around $1,200.

And Eevee,
USD
I want to play with 2 monitors.
Color scheme doesn't matter.
I don't care about cooling, just need it efficient.
Size doesn't matter.

Is it just the PC you need or does the budget include monitor, keyboard etc?

And are you using both monitors for gaming or one for gaming and one for p0rnz?

And this will be able to run Battlefield 4, Elder Scrolls Online, and other games like that on max settings?

Well, here's my go at it.
http://pcpartpicker.com/p/BG2j7P
4690k, best i5 out, perfect for what you need, no need to get an i7.
Z97 motherboard, doesn't have a ton of useless features you won't ever use.
Good SSD for your OS, and programs to make them load faster, you can put your games and other files on the 2TB WD Black which will still load relatively fast.
R9 290x, very good card for your gaming needs.
Fractal Design R4, arguably the best case Fractal made, its a beast, and I own one myself.

EDIT: I saw Evee's build, didn't know we could go a bit over, rip. But, I probably would have stuck with an i5 versus the i7.

So many good options it is hard to chose from.

Yess and you have the i7 for the faster rendering times too
290x gets 60fps+ on Battlefield 4 on Ultra settings. 4GB VRAM too which is nice.

Drop down to the i5 if you want to save $60 and sacrifice a few minutes of rendering time.

Could change the cooler if you wanna save money but I chose it due to quietness of liquid cooling

I mean both of ours are very similar, but the i7 technically is better than the i5, but its not something that would be noticeable in gaming, and if it does, maybe like 2-3 frames at the most. The i7 has twice as many threads, and 2 more mb of l3 cache which is helpful in good render time etc. If you're a heavy editor, by all means get the i7 build.

He said about 1200 so I thought why not get the extra power and cooling.

PS the PSU you chose has cheap Capasitors RIP
