Will this be added onto the bill on the card I use or? ....

Yeah just add it to the VCC. It should try and charge it but you should be fine.

Hmm, okay I guess. But I think the worst that would happen is that they'd ask for the console back or threaten legal action and I pay them back out of my money for the shipping.

Naw the console comes with a prepaid label you don't have to pay shit. Send em an empty box, beat the shit out of It and if they ask say it must have been stolen during shipping best of luck

You used a serial that's for your region. Get a UK serial and it'll offer Advanced Exchange.

Okay, I think I can get a UK serial number but I have other VCCs but they don't work. Any idea of how to get through the billing?
