Xbox Account Error?

I have a new gamertag and when I go on it on xbox 360 on the dashboard it says Xbox LIVE is not available on consoles in your region. It works on my xbox one, but I'm wondering how I change this. I tried changing the region on xbox.com but it doesn't work. Can anyone help? And I don't know whether this was suppose to go in Gamertag area or whatever. Any help though?

Works fine for me if you find it via google. Just type in "microsoft billing" in google, then click the first link.

I found it, it's literally a country I've never heard of. o.o it won't let me change it. And on my xbox account it won't let me do anything unless I'm on Xbox one, although i still can't buy shit etc. If you can help me more i'll have a paypal reward for you.

Is that tag original or anything? Why don't you just swap it to a fresh account?

It is original, although I put a card on it and it will not allow me to swap it, it comes up with an error if I try to. I tried on both the 360, and one. At this point I just want to fix it so I can put gold on it and at least play online. It has to do with the region, I don't know how to change it, I read about it saying every 3 months you can, although I don't know if the region was changed before I got it. :s
