Post on the official RS forums and ask for a Jmod to log you out. That's what I did anyway

just disconnect from the internet and connect back.

This happened to me once or twice. Are you trying to log into the same world? If so, try logging onto different worlds. If that doesn't work, guess you'll just have to do the waiting game.
