Windows 8, can't open exe files?

For some reason, my laptop won't open exe files if they were downloaded off the internet.

I am having trouble opening my VPN right now and I need help soon

Well the .EXE problem might just be your security. When you try and run it, does a window coming up saying it can't run?

nope, it does it to most exe files. it just loads for a sec like it's going to open but it doesn't

This happens to me with Google Chrome, I have to click spam it to open. Try doing that. If that fails, try running in Administrator mode?

Tried both and unfortunately it doesn't work still.

I don't know whats wrong then. Sorry man, hope you find a solution.
