Where should I put this thread?

I'd like to make one of those "Who owns this?" threads as there's a Gamertag somebody on here may own that I like. Now where abouts would I put this thread and do I need to star out the Gamertag and such? I don't want to go getting the Gamertag banned by being an idiot. Any help will be appreciated guys, thanks.
