I do a lot of cooking and this question has perplexed me. When a recipe calls for chili powder how do I know if the recipe is calling for chili powder made from ground chili peppers or is it a chili powder made with chili, cumin, oregano...etc?
I think, it depends upon your likes. I usually use a chili powder, finely ground. If in the recipe, it is ask to use pepper, it is you who will decide. If it is finely ground or just rough. If it is needed to use rough pepper to make the pepper obvious, do it. Your taste will say what is better.

For me if they say chilli powder it means Red chilli it is powder already there is in the market,its look like black ground pepper but the color is red.
