It's when you post and you dont have 25characters in your post/thread.

Where you quote a post but you don't type 25 letters, so when you post it doesn't give you the " You need 25 characters to post " error. But if you don't type 25 char you get warned.

LQ means Low Quality like spamming useless shit without reading the post etc..
