Don't think so, you don't need a really high-end PC to stream

My PC at the time cost me £1000 and that was 2 years back, I'm getting a newer one with a similar budget soon. 

Honestly, the best way would be watching youtube tutorials and then searching performance reviews and see if this is what you want personally.. keep searching until you find what suits you.
