According to state law it is legal to smoke if you are over 21. It is still against federal law though.

Read my above post, it is legal in the states but illegal according to the federal gov.

No, it's not legal in the states. All that was done here was set a ground for the steps to take so it will be legalized. It is not legal anywhere for recreational purposes yet, only medicinal still obviously.

Stupid. It made it legal in Colorado to buy for personal use if 21+ older. But it is against Federal Law so the DEA can take down Big Operations. So the state of Colorado is basically saying that if you are smoking in public and they see you they won't arrest you as long as you are 21 years or older. But they rarely ever ask you about that.

Then what would be the point of having it if the Goverment will just come after you anyway.

I don't think that's the case here, and it said an initiative was taken only so I don't know where you're getting this from either.
