A VPN by definition is a Virtual Private Network, in English: Your computer is connected to a server that then connects you to what you normally connect to. The effect of a VPN is that your IP is masked with the VPN IP from the software that you use. You can use a series of them for added effect, keep in mind that your internet speed will not be 100% of what is usually is, this is because you are not directly connecting to the server, it is an intermediary. The same explanation could be given for a proxy. There are quite a few applications out there that you could use, I am unsure if I am allowed to state them, but a simple google search for "Free VPNs" will turn something up for you.
