Vouches, and rep.

I have almost got the vouch system working perfectly, and it should be done within the hour if all goes well. I have just implanted the rep system again as well. Keep in mind that if people start flaming negative reps around ,and rep abuse becomes a problem again, I will either disable the ability for anyone to give negative, and neutral reputations, or just compeltely take it off once again, without considering bringing it back.
