I think guests and users awaiting activation should not be allowed to view the forum. That will promote account activation and help defeat spam.
 
Guests already cant view Gaming, Computing, Technology & Coding based forums.
Ive been meaning to change awaiting activation too, but it takes age, will sort it soon.
