Wanted to download tinker as i heard it is a very useful program , as of august 25th they shut down the PC Marketplace & i can no longer download it, can someone upload it to mediafire for me?

Sorry to sound like a moron but, what is Tinker? I've seen some people talk about it on here but I don't know what it is exactly.
