I tried copying the image link and found its hosting site and tried to see if it was down and this is what downforeveryoneorjustme gave me.

So many websites looked like shit back then because of the awesome dial-up speeds. People didnt have the bandwidth to load a fully dinamic webpage with scrolling images and shit.

Yea if you think about it it is. I have a book on html from around there and man coding was not easy to complete simple tasks.
