if I mod my acc to around a 2 year tenure whats the ban chance/rate?

The tenure wil get reset when the account is downloaded/recovered. So there is no point in risking it.

My old main got it's tenure modded and it's 9999 suspended ... don't chance it, it's really not worth the risk

You have a good chance at a ban rate, my friend modded his to 1 to test horizon and he got banned 3 days later

It can be banned instantly, not worth the risk whatsoever.
