Staff Removing " Invalid Rep "

I have negative repped this user 11 times , and all 11 times it has been removed i even got a warning for " Reputation abuse " i didn't know calling someone a rep whore means that i deserve a warning ,

But then @Shift leaves a negative rep , that says " i don't like you " and it doesnt get removed ,

i almost guarnantee my rep is removed by tommorow .
