As far as xbox.com goes, can you still operate with the tag as if it were not FNCd? Such as send friend requests and receive messages or what not?

Change your profile / Motto etc
Send messages
Everything on Xbox.com works as if it was a normal account.
Only thing you can't do is edit your avatar.


Xbox one works as well.
