Is there a safe useful program to swap IG names successfully without it being turboed?

I mean how do they get them back tho? I have been reporting the Instagram name "Tariq" as inactive for forever and nothing has been done.

They can get it back with their email cause they can reset the password or have some phone number linked up to it. Don't report saying inactive, or commenting "inactive user" in their photos cause you're making the profile active.

I am pretty sure that commenting @instagtram Inactive doesn't effect anything at all.

oh, it dosn't? Ive seen instagram accounts thats been like in active for like over 150 weeks and I don't even know if they even reset Instagram accounts, do they?

Then I guess you're fine, there wouldn't be any other way for them to get into your account. You should swap then put your info.
