Runescape account recovering.

I'm trying to recover a runescape account that does not belong to me obviously, but i know all the INFO on the kid. I've attempted trying to recover his account several times, and have had no success at all. But i've managed to get the account locked, so that means the information i use must be close to getting accepted.

The account is ranked between 70-80 overall. The account also has about 5b on it (the kid showed it to me before, that's how i know).

Anyways, I know ALL info to this kid, his address, his phone number, his name.... Birthday etc...

The appeal keeps getting declined for diff reasons, at one point it denied me for NO reason at all.

Is their any advice?

Yep, I'm using same city+ same ISP as he is using.

Maybe it's because it's locked when i'm trying idk... But the first appeal i ever sent in got the account locked right away. So maybe if the owner unlocks it, and i retry it it'll get accepted? You think?

Well, Knowing the password that created the account is a GREAT amount of help, If you need help recovering, PM me.
I've had a bit of luck with this kind of thing before.
