Reliable VPN's?

Can anyone recommend me a good/trusted VPN? I don't mind paying, but my max is about 30$/Month, just want to be sure the privacy is there 100%.
Atm I use a paid one, but still looking for alternatives! Free stuff like proxpn im not looking for!

I Think the site is offline right now due to a ddos attack, but the vpn works fine.
