If the deal is a PayPal gift in exchange for something and the buyer sends money as goods, is the seller obligated to give him a refund?

In my eyes, it's the buyers fault and he/she should not be refunded. It's the buyer's fault for rushing into the deal and not paying attention to what he agreed to.
 
ofc You should give him a refund, it would definitely be a scam not too.

He's lying. He purposely sent as goods from the mobile app. This is what the send money part of the mobile app looks like.

I think the fact he said it was a gift then makes this odd in my eyes, I asked to give me proof of a gift and he get off right after.

He was probably planning to chargeback on me since he didn't like me.
 
It is wrong on the path of the seller to not refund the buyer as though it's the buyers mistake to send money, still it is wrong to accept something that was not the original deal. They buyer should get a refund.
 
Abusive mod over some lies off site and they wwont show me the screenshot and was a scammer cuff not him
