Re-Write Rules in Help Docs

Suggested this to Philly via PM a while back, but received no response. Anyway, the rules can be a bit confusing to those who are newer to the forum, and it's definitely understandable. When being directed to the help docs by others after joining, and expected to know these other rules within a subforum, which is a bit unusual, who wouldn't be? I think the subforum should be removed and the rules in the help docs rewritten. Any new rules could be announced within the news section.
Some users who could help if interested: @jason (best choice), @"cann!bal" (dumb it down ;p), @sector @leader @michael and myself.

It doesn't have to strictly be one person. With a couple people working toward it it'll take an hour.

Yeah, same. There are several contradictory rules and others that have been taken out of effect since last year. Haha.
