I just got a raiper and get my best armour witch is;

Dfs,Bandos plate/tasset, Fury, Regan braclet, berserky ring and i HIT next to nothing ..

Can someone tell me what els i need so i can hit high in c.w/everthing els

99/99/99 stats, 99 prayer, use the best prayers etc.

But i should still hit high with good armour/rapier?

Nope. You need 99/99/99 + decent armour + all the other good stuff + good prayers.
