By default in MyBB, moving threads isn't available with ModCP Access, so normal users would need some special plugin for it. Same was implemented for Junking ability.
I could see this being a useful feature, however, since Power+ members are supposed to be the most high quality members on the site and also to avoid less reports for staff, I think that a more hefty warning should also be given to Power+ members that move their threads into the wrong section if this were to be implemented.

Yeah I know, I'm just saying that if they do get the ability then they will be warned more harshly than others if they move their thread into the wrong section.
