if i had a paypal and deleted it before it went negative from a bad trade could i make another without being charged from the other one

I'm unsure of this but they would probably see that you just made a new account and take it from that,
I have also never deleted my paypal account so I'm guessing you might have to wait a certain amount of time from your last payment sent / received before deleting it.
