I only had $11 and i don't make alot of purchases maybe every couple of weeks.

It could be a lot of things, I suspect you probably forgot to clean your LSO cookies from when you used your previous PayPal. If this is your one and only PayPal then I'd say that's quite strange and pretty fucked up.
