I obviously have some bias but I highly recommend you stay away from botvps- they oversell their servers so much it's ridiculous. That's the reason the prices are quite low- and I believe you won't even get support after the first 24 hours or something unless you pay extra.

PhotonVPS will work but you'll be paying more than you need to (you must use Xen- not their OpenVZ plans). You're also on your own if you have any problems botting (you will, trust me) but some people are fine with this.

Hazenet also oversells significantly- it's fine for them to do that since they mostly host websites. However, you will notice a huge drop in performance or will be suspended for overusage at some point.

As for getting funds on AlertPay/Google Checkout you may want to consider 1) transferring funds to your bank and then back, 2) funding them with a prepaid credit card, or 3) trading Paypal $ for AlertPay/Google Checkout money from a trusted member.

We don't really have much of a choice. However, our fraud rate has practically disappeared since we stopped accepting it so there are some benefits. Unfortunately PayPal only cares about the buyer...and that's a problem considering the nature of our audience. We still would accept it if we could because it's very convenient for our users but as of now it's not possible.
