Someone has sent me a invoice payment on paypal but money doesn't show up, says can take up to 24hrs. Is he able to cancel,chargeback, or refund?

If he sent you an invoice then he didnt sent any money. If you would know what an invoice is you would know that means you have to pay and you won't get paid. It's a way of scamming.

What do you mean an invoice payment? You sent him an invoice and he paid it?
