So the person I'm dealing with can't issue my refund as there was a problem with what I purchased. My question is if I dispute the payment can he accept the dispute and I get refunded right away? He said he can't refund cause his paypal got limited for logging in on a VPN. Help me please.

Cancel that, i forgot paypal talks isnt allowed(at least not on HF ;o)

No. 
regardless of what he says dispute the payment and do NOT cancel the dispute no matter what he says as you can't dispute the payment again. 
and put a legitmate reason when disputing so even if he tries claiming its his or whatever you win. Say like it's a unauthorized payment or something.

ya I mean I know he has the account that I was purchasing but his security page on his phone won't load at all for him to take off Sign-in notification.

I've gotten money back quicker than that before from a Paypal Chargeback.

it takes about 7 days lmao. If he doesnt respond they auto-give it to you in 7 days. ;o

No they don't, I charged back before and it never came.
My CB started from September, and I still haven't received it.
