so do i have to wait 21 days to use the money or what ?
cause when i try using my balance to buy it says to add
a card or pre-paid card​

Did you sell an item on eBay? Regardless, it should be available to spend in a few days, 21 days is the maximum amount of time it'll take to be released.

That bizarre, I use to get that message when I was first selling on eBay. It should be released for availability at some point during this week.
