The guy who sent the penny, where is he from? There are fees for receiving overseas payments on paypal, including Canadian paypal. For most countries, to receive a full $0.10, your friend needs to send you $0.41.

As far as I know, you won't need a credit card on file with paypal if you have enough funds in your paypal account to cover the purchase.
