You can show proof of your address to remove the limit.

Just take a picture of a utility bill (electricity, hydro etc.) and upload the picture for Paypal.

just call them...when my account got limited all they did was ask for my name, ask if i was the one that changed the password and that was it...took all of 2 minutes

I'm pretty sure there is a minimum age requirement of 16 to open a bank account alone, but you can still open one with parental consent.

If you can convince your mom/dad, you could just use their debit/credit card to verify the account. As long as your careful, no charges will be made to their card.

I think after 180 days it auto gets unlimited, and then you get your money back. I'm almost postive that also you can't add bank account/credit cards when your limited. I might be wrong, as I have never had limited.
