well they put the reactor on the shore becaus it costs alot less for the cooling system (pipes pumps ...) and the only reason it fail is because the earthquake noked out the power and befor they could get the power back on the tsunami broke the backup generators so haveing the quake and the tsunami in such a short period of time is why it failed
