I would say Dre, he was basically a producer that was also a rapper. This dude made the beats and rapped over them aswell, while the other members just rapped over the beat. So in my opinion Dre was the best artist.
NWA (Niggas with Autism) was one of the best rap groups imo.
All jokes aside, i think Ice Cube was and is one of the best lyricists and an all around a genius
See, thats the problem. yes but he didn't ALWAYS make the beats, they had inspiration from Eazy E and shit.

I'd agree with @Wizard in the sense that an artist is someone that is talented in an array of things. Given that, Dre produced and Rapped, like many others have said. But if we are just talking best rapper, than Cube is victor. At least that's how I see it.
Nobody is giving E some love, honestly I always have thought he wasn't that creative. I would have to do more research...but wasn't most of his songs built from cube and Dre? for example the movie straight outta Compton portrays him as someone who just followed with his friends that where creative to make music. I mean he ended up being the head icon of NWA but that's just because they needed someone to rap from the start right?
