18. All hacking & cracking tutorials must be based on games.

Rule 17 means, you're allowed to refer to the software, although you can't link to it or anything.

Rule 18 means that if you're posting a hacking and cracking tutorial, make sure it's only for a game, not MSN or Facebook etc.

No, you can discuss cracking and hacking the accounts, you can teach them the method and refer to the software you use, although you can't provide the software.
