Why is Neutral Reputation disabled? 
I never noted this till after I upgraded to Onyx and I was actually able to give/take Rep.

I'd also like to know. I can't rep, but this is a really good question. Neutral rep can be very useful.
Don't want to tag any admins or anything. I figure some of the older members here will know.

Neutral rep has little to no meaning. And it wouldn't change the rep if used, therefore making it pointless. And it proves nothing lol.

It really isn't pointless, if you used HF  you would know. The lowest upgrade can only give +1 or neutral. I personally think it should be added back.

The person doesn't deserve negative rep, nor positive rep. But you still want to say something about them. Maybe a warning or if you're unsure about them?

I could see a rule being set in place where neutral is to be used for vouches instead of +rep

Neutral should be enabled. It gives a chance for non upgraded members to rep someone without actually affecting their total rep.
People do check rep and the reasons for rep so if a non upgraded member wants to warn for DWC or to give vouch than they should be able to.

Some may think its pointless but its really not.

Also one of the rules state that reading the sections already suggested threads is a highly recommended thing to do.

If I had 1 rep for every time this was mentioned I'd have 10,000. @Philly won't bring it back. Also, I think there's a reason too behind why. Can't remember!

1. I think that Onyx should not be able to neg.
2. It would be better then all of these new fags going around dropping neg 5's like they're god.
3. You would still be able to give up to plus 5 but no negs. In my opinion that's better. Then we don't get kids talking shit with their Onyx because they know they can get their rep
massacred.
