Hello everyone that is viewing this thread, I need help getting a good build with a budget of $700. I am mostly going to use it for playing games (Hopefully high quality) and to edit, and graphics designing.

The only advice i can give you is you get what you pay for. Reminds me of a mechanic shop sign i saw once;
Good and Fast = not cheap
Cheap and fast = not good
cheap and good = not fast
