I was going to get my permit on monday, but the website I was supposed to take my course on is down, and wont be fixed until monday, so fml about that. I am really disappointed in the people, and I really wanted to get my permit.

But, I have a huge wishlist:

Don't you have a certificate for web security or something? Just freelance or make some type of unique CMS.

It depends what state you live in, for me it is 16.

For Georgia it's 15 years old and 16 for license. I didn't get my license though until I was 17.
