Well, you are wrong. First of all, even if they did bill people they would do it after the 14 days you are allotted to mail back the console so it isn't even possible for someone to have gotten a bill yet. Also, I've personally se'd microsoft/xbox multiple times to my own address and have been billed 0 times. So, wherever you heard that is mistaken.
