Lvl 99 strength on a level 3?

It wouldn't be a level three any more.
When I came to this post I thought you meant you saw a level 3 with 99 strength.

If so there is NOT just one method of doing it, you must combine a whole bunch of methods.
For example, you might start on chickens for 1-10, then rats for 10-20, the options are limited.
Start on your pure and then get advice for every 10th level.
Also look at quests that just give you strength experience, it could be a big boost, will also make it look less like you're botting.
