Pretty straight forward making something like that in PHP using the CuRL library. Maybe this would be a good time to start learning?

Jagex handles all there account creations through their java client. You need some sort of bot client to handle everything if you want to be perfect. You could use a language like AutoIt and use image recognition which isn't too hard. Maybe check powerbot to see if there is a script on the SDN that does this. If not, you need Script Writer status there to run local scripts.
