I was thinking the same thing. They aren't really limited at all.
Well, this isn't (a site we all know) and it is not nearly as large. (Using this as a reference)
- Send PMs - What if they have a problem that requires a PM, are dealing with other members, and/or have other important matters that require the use of private messaging?
- Reputation - They're opinion doesn't matter until they're unlimited?
- View All Sections - Most people aren't limited because of the lounge. They can not view private forums.
You can't search, view the User CP, or post/see private forums.

They only "need" to contact Management and they can do that via contact.php

What if you get limited and then someone calls you a scammer, reports you to Jagex/makes a scam report, and/or charges back/etc.
Sometimes limits are unexpected and not completely your fault.

They're stripped of everything they are and publicly humiliated. (Unless they're a funny troll.)

Isn't the scam reports section in the marketplace?
I believe Reputation should be disabled, but PMs should not. They should also maybe not be able to make threads in all sections & only post in certain ones.
