Is that a scam?

1) I asked someone from this forum to create for me some dummy twitter accounts, and I paid him upfront $10 by paypal as he asked for. Now, he didnt deliver me anything at all, and he doesnt answer my emails, what should I do? Should I give him some more time, or I've been scammed? (there are around 5 days since I sent him the payment)

2) I want to send him a PM because sometimes he is here onlline but I can't send PMs. This is the error message i've got:
"We are sorry but you are not allowed to send Private Messages. Minimum amount of Posts required to send Private Messages is 10 but your post count is 6 posts."
Do have to create another 4 posts just to be able to PM someone? or there is another way around?

@FR7 , @honey8 I think I will wait a couple more days, just to give him a chance, and if not then I will file as a scam report, just to prevent him to scam someone else...

SN Shops? Give him some time! If this doesn't get resolved and SN Shop is a scammer (what I hope not) let me know, the user is intressted in my Vine so I know if he is a scammer so I can take actions

Highly doubt he's scamming, dummy accounts are easy to make? unless you are requesting something special. But 5 days is kind of ridiculous

I bought 20k from him earlier on this month, all went smooth. It took a while for all followers to be received, but I got them. Don't worry, SN SHOP would not scam for a measly $10.
