This should be an obvious answer, but no, this is not possible.
YouTube channels must be active in order to get partnered. This includes views, subs and I also think the amount of videos you upload weekly.

Actually yea it has to be linked to an already partnered youtube though the youtube.com/ohCustom had like 2 subs with no videos and it was partnered before.
