Is it possible to be partnered on youtube with 0 video views and no uploaded views? I want the bg so fuckin bad

This should be an obvious answer, but no, this is not possible.
YouTube channels must be active in order to get partnered. This includes views, subs and I also think the amount of videos you upload weekly.

I think so lol and no its not possible with 0 views or subs. That would be an obvious no but whatever lol.
 
Actually yea it has to be linked to an already partnered youtube though the youtube.com/ohCustom had like 2 subs with no videos and it was partnered before.
