Quick question 

Would Apple allow apps that break IGs terms of service?

I don't really know but some apps are getting remove from the store.

I've had several games on Apple's Appstore before but not apps like this. I don't think the reviewing team really care about breaking Instagram's ToS tbh, as long as you don't make it obvious when you submit it then you should be fine. But don't follow my advice if you haven't already made the app, I do not want you to invest money on the probability that the app will get accepted. But you can definitely add this to the Google Play Store if you make it for android too.
