Inactive Tumblr's

Idk if this is right section or not & if it's not, Staff please move. But how do you tell if a Tumblr is inactive or not? Like what if it gives you this when you view it's profile - http://gyazo.com/a30adb5e279ca50523079ca79c2a26a9

From my perspective, they way you tell it's inactive is by it's last post sometimes it shows dates etc, but you can't really do that when there isn't any.
